I Extensively searched the Web, and even Traveled back in time to bring you these old lost and possibly forgotten Romhacking Tools, Special Emulators, and Save State Editors.

A Special Emulator is a emulator that includes things such as a Debugger or other built in tools like PPU Viewers "Pattern Viewers", Hex Editors, etc.

Most tools found here are for Windows x86 unless otherwise Specified.
Other Misc Lost Emulators

Rew 12 STX is an abandoned Gameboy, Gameboy Color, and Nes Emulator for Windows, it's compatibility isn't great but it does play some games from all three systems and it has save states.

Yame 0.38 French is an Multi-System emulator for Gameboy, Nes, Snes, and the PC-Engine. It defaults to French but you can select English under Language in the Menu. However it will not load SFC roms they have to be in the SMC format for this emulator for SNES roms for some reason but all you have to do is just rename them for this emulator. It has save states and seems pretty decent if you can figure out how to configure it.

Special Emulators

FCEUXD SP v1.05 Based on FCE Ultra Extended Debugger, is a Nes Emulator that In addition to an enhanced Debugger and PPU Viewer has a Trace Logger, a built-in Hex Editor, a Name Table Viewer and a Code/Data Logger.

FCE Ultra Debug FCEUd ver. 0.83.1, Debugger coded by Parasyte is quite possibly the earliest known version of an FCEU Emulator with a Debugger it also has a PPU Viewer.

YoshiNES v07 is a Visual Basic NES Emulator based on BasicNes that has a Pattern Table Editor that can write your Changes to VROM, like what Nesticle used to do but this has a lot more Mappers, only it doesn't seem to show the Pattern tables for some games, it works with SMB1, 1942, and probably others that have VROM. It also doesn't show the hex locations of the patterns it displays but at least you can edit and write your changes to Vrom, as default it is in Portugues but you can select English as the Language but some functions remain in Portugues. Also it is a bit hard to configure the controller but can be done with some difficultly. You should check it out. It needs the VB6 Runtime to work on your Mac and probably on Windows too, so I added the DLL to the Archive.

NESemu Ver. 40a is a very old abandoned Dos Only NES Emulator, Although rather primitive, it is very small and quite fast. It emulates the 6502 cpu, video, and the usual mappers. It uses a 256X240 scanline video mode, and runs full speed on a Pentium 75. It runs too fast on P166's because there is no speed throttling yet. But it also includes a built in Tile Editor and a Hex Editor. I wasn't able to test this one as I don't have Dos, use at you own risk.
